The last question in this series relates to how the plan will actually be written: primarily by in-house staff or consultants. Although this may not be the last consideration sequentially, it is logically related to and follows from the plan scope. It may be possible to develop a plan with a narrow scope largely with existing staff, whereas a more comprehensive plan is likely to require more time and may require the use of outside consultants. The amount of funding available to develop the plan may also influence both plan scope and the balance between in-house and contracted personnel.
